Lord of Kochi Domain in Tosa Province (Kochi City) in the early Edo period. Born in Totomi Province (Shizuoka Prefecture). Commonly known as Kunimatsu as a child, he was originally called Yasutoyo. He was appointed chamberlain. His father was Yamauchi Kazutoyo's younger brother Yasutoyo, and his mother was the daughter of the Mizuno clan. His wife was Tokugawa Ieyasu's adopted daughter, Akihime. He was adopted by Kazutoyo, and in 1605 (Keicho 10), he inherited his estate of 202,600 koku. In 1615, he was allowed to use the title Matsudaira. In the early days of the domain's administration, his father Yasutoyo was the guardian. In 1617, he enacted the "Statute Laws" ("Regulations"), which contained 75 articles, and in particular, he strengthened measures against "runners" who would abandon their farmland and run away. He also appointed Nonaka Kaneyama, and attempted to restore the domain's finances by developing new fields and encouraging new industry. He also devoted himself to cultural projects, such as correcting the boundaries of shrines and temples within the domain and restoring temples and shrines. He retired in 1656.

江戸前期の土佐国高知藩(高知市)藩主。遠江国(静岡県)生まれ。通称は幼名国松,初め康豊と名乗る。侍従に任ぜられる。父は山内一豊の弟康豊,母は水野氏の娘。妻は徳川家康の養女名阿姫。一豊の養子となり,慶長10(1605)年遺領20万2600石を継ぐ。15年松平の称号を許される。藩政初期は父康豊が後見となっていた。17年「定法度条々」全75条を制定し,特に農地を捨てて逃げ出す「走り者」対策を強化。また野中兼山を登用,新田開発,殖産興業などにより藩財政の立て直しを計る。領内の神社仏閣の境界を正したり,寺社の修復を行うなど文化事業にも力を注ぐ。明暦2(1656)年隠居。
