A place that collects, organizes, and preserves only historical records and public and private documents, and makes them available to researchers. In Western countries, archives have developed early on as an important part of the historical research of each country and era. Japan's archives system is currently lagging behind, but the Public Archives Act was enacted in 1987, and the National Archives of Japan Act in 1999.
