This has been the basis of U.S. policy toward China since Secretary of State Hay proposed it in 1899. It advocated equal commercial and industrial opportunities for all nations in China and the preservation of China's territorial and administrative unity, and aimed to secure opportunities for the U.S. economic development in China.
