Tax revenues are used for the provision of various public goods and services and other activities such as the transfer of income, but for some taxes, the expenditure purpose is specified in advance. A tax whose revenue is to be expended for a specific expenditure purpose is called a designated tax, while a tax whose revenue is combined with other revenues and used for various expenditure purposes is called an ordinary tax. Although it is technically difficult to collect a fee directly from a designated tax, it is suitable for raising funds for public goods and services that have a clear correspondence with benefits.

租税収入は，各種の公共財･サービスの提供や所得の移転のようなその他の活動のために使われるが，ある種の税に対しては支出目的があらかじめ指定されている。このように特定の支出目的のためにその税収が支出されることになっている租税を目的税といい，その税収が他の収入といっしょにされて，いろいろな支出目的のために使われる税を普通税という。目的税は，直接的に料金を徴収することが技術的に困難ではあるが，便益との対応が明確であるような公共財･サービスの資金調達には向いている。
