During the Edo period, this was land that was exempt from all public taxes and dues, other than red seal land and jiyochi. Also called "misatoba," it was excluded from land surveys. Graves, places to dispose of dead cattle and horses, crematoriums, etc. were considered "unclean objects and should not be presented to the Jito" ("Chiho Hanreiroku") and were therefore not to be recorded in the land survey books, so they were not subjected to a pole-in during land surveys and were placed outside the rope as "misato" (abandoned land). In addition to this, roads, rivers, banks, ditches, etc. were also included as "misato" (abandoned land) outside the rope. These were not recorded in early land survey books, but later came to be recorded in the outside land survey books as "misato" (abandoned land) or "pogai" (abandoned land). 江戸時代,公租公課のすべてを免除されていた土地のうち,朱印地,除地(じよち)以外のもの。見捨場ともいい,検地の対象から除外された。墓所,死牛馬捨場,火葬場などは〈穢れ物なれバ,地頭ヘ納むべきことにあらず〉(《地方凡例録》)とされて検地帳への記載が忌まれ,検地に際しては竿入れが行われず,縄外におかれて見捨地とされた。このほかにも道,川,堤,溝などには,縄外の見捨地にされたものがあった。これらは初期の検地帳には記載されていなかったが,のちには〈見捨〉〈竿外〉などとして検地帳外書に記載されるようになった。
