A semi-public educational organization formed under the leadership of Ministry of Education and Home Affairs bureaucrats such as Okada Ryohei and Ichiki Kitokuro, with the participation of social workers such as Tomeoka Kosuke, and capitalists such as Hayakawa Senkichirou. It was formed in 1905 and renamed the Central Hotoku Association in 1912. With Hotokuism as its guiding spirit, it incorporated various virtues such as "diligence, thrift, and action" and "shared modesty" (shared modesty is a civic term coined by Ninomiya Sontoku, meaning the union of modesty) into the slogan "the harmony of morality and economics," and became the driving force behind the local improvement movement to reorganize the order of rural communities that had been shaken by the development of capitalism. 岡田良平,一木喜徳郎など文部・内務官僚の主導のもとに,留岡幸助などの社会事業家,早川千吉郎などの資本家の参加によってつくられた半官半民の教化団体。1905年に結成され,12年に中央報徳会と改称した。報徳主義を指導精神とし,〈勤倹力行〉〈分度推譲〉(分度は二宮尊徳の創始した仕法上の用語で分限度合の意)などの諸徳目を道徳と経済の調和というスローガンに組み入れて,資本主義の発展によって動揺した農村共同体秩序を再編するための地方改良運動の推進母体となった。
