A military commander during the Nanboku-cho period. Kanto Kanrei. Hyobu Shoyu. Son of Noriaki, but adopted by his clanmate Uesugi Shigeyoshi. When his foster father Shigeyoshi, who was the central figure in the (Ashikaga) Naoyoshi faction, was killed by Takanori Moronao in 1349, he worked under his real father Noriaki in Kamakura, and in 1352 he led the Kanto military forces to Kyoto to help Naoyoshi, assassinating his foster father's enemies, Moronao and the Takanori clan, at Mukogawa in Settsu. However, when the Naoyoshi faction was ultimately defeated, he and his father Noriaki lay low for 10 years, after which both were restored to power. When his father died in 1351, he became Kanto Kanrei along with his cousin Uesugi Tomofusa, and led Kamakura's government for the next 10 years. In his youth, he was a hot-blooded military commander, but later he became a solid politician, and was on friendly terms with Gido Shushin. It is confirmed that he lived in Takumadani in his later years.

南北朝時代の武将。関東管領。兵部少輔。憲顕の子であるが,一族の上杉重能の養子となる。(足利)直義派の中心にいた養父重能が貞和5/正平4(1349)年,高師直のために殺されると,鎌倉の実父憲顕のもとで活動し,観応2/正平6年直義を助けるべく関東の軍勢を率いて上京し,養父の敵である師直ら高一族を摂津武庫川で暗殺した。しかし直義派が結局敗北すると,父憲顕と共に10年の間雌伏し,その後共に復権を果たした。応安1/正平23年に父が死去すると,従兄弟の上杉朝房と共に関東管領となり,その後10年にわたって鎌倉の政務を主導した。若いころは血気盛んな武将であったが,のちには堅実な政治家となり,義堂周信とも親交があった。晩年は宅間谷に住んでいたことが確認される。
