A nobleman in the late Heian period. Son of Fujiwara Michinori (Shinzei) and Takashina Shigenaka's daughter. He was initially adopted by Fujiwara Akinari, a scholar of literature, and became a Confucian scholar, and when Emperor Goshirakawa ascended to the throne, he became a Togu Gakushi. After the Hogen Rebellion, he assisted his father Shinzei in promoting policies, and in 1157, he was appointed as a fifth-rank treasurer, and held the positions of Left Junior Advisor, Left Vice-Minister, and Togu Gakushi. The following year, when Emperor Nijō ascended to the throne and Goshirakawa's cloistered government began, he was appointed as the cloistered chief priest and the head of the cloistered government, and served as a liaison between the Nijō court and the Goshirakawa Inchocho. In 1159, he was promoted to councilor and was made a junior third-rank governor of Omi, but in the same year, he was struck by the Heiji Rebellion and ordered to be dismissed from his post and exiled, and became a monk. He was called the Minister of the Left, but there was no notable incident thereafter. He was a capable and honest government official, and was known for his excellent writing skills. He left behind many valuable works on public affairs, including "Shinnin Benkan Sho" and "Kanshu Hisho."

平安末期の公卿。藤原通憲(信西)と高階重仲の娘の子。はじめ文章博士藤原顕業の養子となり,儒官の道に進み,後白河天皇践祚に伴って東宮学士となった。保元の乱後は父信西による政策推進を助け,保元2(1157)年五位蔵人に補せられ,左少弁,左衛門権佐,東宮学士を兼帯。さらに翌年の二条天皇践祚により後白河院政が開始されると,院の別当となる一方蔵人頭に補せられ,二条朝廷と後白河院庁とをつなぐパイプ役となった。平治1(1159)年参議に上り,従三位近江権守となるも,同年,平治の乱に遭って解官配流を宣せられ,出家。宰相入道と呼ばれたが,その後目立った事跡はない。有能,実直な官吏であり,特に文章に優れていたことで有名。『新任弁官抄』『貫首秘抄』等の公事に関する有為な著作を残している。
