Innocho - Innocho
The place where the retired emperor's government affairs were managed. It was first established by the retired emperor En'yu in 984. At first it was the same as the Mandokoro, the household administrative organ of the royal family, but when the Insei system began it became the executive organ, and as the Insei system progressed, the Incho expanded and strengthened. Its staff, the Inshi, included betto, nen'yo, hangandai, and shutendai, who managed government affairs and held real power in the Insei system. The Incho fulfilled its political function by issuing Insei, which was issued by the Inshi to carry out the orders of the emperor, and Kudashibumi, which was in the form of an official decree from the Dajokan. Incho was also established for the emperor's daughters, but it did not have a political function.

上皇の政務を司る場所。永観2 (984) 年円融上皇によって設置されたのが最初である。初めは王臣家の家政機関である政所と同じであったが,院政が始るとその執行機関となり,院政の進展に従って院庁も拡大強化された。その職員である院司には別当,年預 (ねんよ) ,判官代 (はんがんだい) ,主典代 (しゅてんだい) などがおり,政務を司り,院政の実権を掌握していた。院庁は院司が院の命令を奉じて出す院宣と,太政官の官宣旨の形式による院庁下文 (くだしぶみ) を発給して政治的機能を果した。女院にも院庁がおかれたが,政治的機能はなかった。
