Kotaro Hiraoka

A Meiji period politician who supported national power. His pen name was Genyo. He was the second son of Hiraoka Nizaburo, a samurai of the Kuroda clan (Fukuoka prefecture). He was born in Jigyo, Fukuoka town (Fukuoka city). During the Boshin War, he fought in Oshu as an official soldier, and during the Seinan War (1877), he joined the Satsuma army and received a one-year sentence. In 1879 (Meiji 12), he formed the Koyosha with Hakoda Rokusuke and Shindo Kiheita, and through the Chikuzen Kyoaikai movement, he advocated the opening of a national parliament and treaty revision, but in May 1880, he participated in the founding of the Genyosha, and served as its president for a time. From 1881 onwards, he made a living in coal mining and other industries, and in 1892 he became a member of the House of Representatives representing Fukuoka prefecture and worked hard to establish the Constitutional Party. He consistently advocated a policy of continental expansion from a hardline foreign policy stance, such as on the issue of treaty revision, the National Alliance Association, and the Anti-Russian Comrades Association. <References> Ishitaki Toyomi, "Excavating the Genyosha"

明治期の国権派政治家。号玄洋。黒田藩(福岡県)藩士平岡仁三郎の次男。福岡町(福岡市)地行に生まれる。戊辰戦争には官兵として奥羽を転戦,西南戦争(1877)では薩軍に参加し懲役1年の刑を受ける。明治12(1879)年,箱田六輔,進藤喜平太らと向陽社を結成,筑前共愛会の運動を通じ国会開設,条約改正を主張するが,13年5月,玄洋社の創立に参画し,一時期社長を務めた。16年以後炭鉱業などで産をなし,27年以降福岡県選出の衆院議員となり憲政党創立に尽力した。条約改正問題,国民同盟会,対露同志会など,一貫して対外硬派的立場から大陸膨張政策を唱えた。<参考文献>石滝豊美『玄洋社発掘』
