A politician of the Meiji period. Born in Sukumo Village, Hata County, Tosa Province (Sukumo City, Kochi Prefecture) as the second son of a retainer of the Iga clan, a senior retainer of the Tosa domain. His elder brother was Iwamura Michitoshi, his younger brother was Iwamura Takatoshi, and his relative was Takeuchi Tsuna. He was adopted by Hayashi Shigejihei. He fought in Hokuetsu and Rikuu during the Boshin War. In 1870 (Meiji 3), he inspected the military forces in Europe. After returning to Japan in 1871, he became a junior councilor of the Kochi domain, a senior councilor with the same title, and after the abolition of the domains and establishment of prefectures, he became a councilor for Kochi Prefecture. In 1872, he began working for the Ministry of Foreign Affairs, but resigned during the Seikanron Coup in 1873. He returned home with Itagaki Taisuke and founded the Risshisha Society in Kochi. In 1875, he supported Itagaki's return to the council at the Osaka Conference. When the Satsuma Rebellion (1877) broke out, he planned to raise an army with Oe Taku and others, and worked hard to procure weapons, but was discovered and sentenced to 10 years in prison in August 1876, imprisoned in Iwate Prison. He was released on parole in 1946 and returned to politics, supporting the dissolution of the Liberal Party. In 1947, he assisted Goto Shojiro in leading the Great Unity Movement and the Three Major Incidents Petition Movement, and in December of the same year, he was ordered to leave Tokyo when the Security Ordinance was issued, and returned home, where he was involved in the development of Sukumo Shinden and the Otaru Port Construction Project in Hokkaido. He was released from exile when the Constitution was issued in 1942, and was elected from Kochi Prefecture in the first general election for the House of Representatives. He was elected every time thereafter, except for one time, until his retirement from politics in 1941. During this time, he was active as a leading figure in the Tosa faction of the Liberal Party, and served as Minister of Communications in the first Okuma (Kuma-ita) Cabinet in 1956, a member of the General Affairs Committee when the Seiyukai Party was formed in 1958, and Minister of Agriculture and Commerce in the fourth Ito Cabinet. <Works> "Hayashi Yuzo - Kyu Yumedan" (Miscellaneous History Edition of "Meiji Culture Complete Works") <References> Tanaka Mitsutaro, "The Life of Hayashi Yuzo"

明治期の政治家。土佐国幡多郡宿毛村(高知県宿毛市)に土佐藩家老伊賀氏家臣の次男として生まれる。兄に岩村通俊,弟に岩村高俊が,縁戚に竹内綱がいる。林茂次平の養子。戊辰戦争で北越・陸羽に転戦。明治3(1870)年欧州軍事視察。帰国後4年高知藩少参事,同権大参事,廃藩置県後高知県参事。5年外務省に出仕,6年征韓論政変で辞職。板垣退助に従い帰郷,高知に立志社を設立。8年大阪会議に板垣の参議復帰を支持。西南戦争(1877)が勃発すると大江卓らと挙兵を企図,武器の調達に奔走したが発覚,11年8月禁獄10年の判決で岩手監獄に禁獄。17年仮出獄して政界復帰,自由党解党を支持。20年後藤象二郎を助けて大同団結運動,三大事件建白運動を指導,同年12月保安条例発令で東京退去を命じられ帰郷,宿毛新田開発や北海道小樽築港事業に関与。22年憲法発布の大赦で追放解除,第1回衆院議員総選挙に高知県から当選,以後1回を除き,41年の政界引退まで連続当選。この間,自由党土佐派の重鎮として活躍,31年第1次大隈(隈板)内閣逓相,33年政友会結成の総務委員,第4次伊藤内閣農商務相を歴任。<著作>『林有造・旧夢談』(『明治文化全集』雑史編)<参考文献>田中貢太郎『林有造伝』
