Agricultural discussion meeting - Noudankai

Japanese: 農談会 - のうだんかい

An organization formed throughout the country in the first half of the Meiji period for the purpose of agricultural improvement. It was also called a gathering, agricultural association, or agricultural promotion association. The first such organizations were said to be the Seed Exchange Association in Kii County, Kyoto Prefecture, established in 1875, and the Agricultural Discussion Association in Kitashitara County, Aichi Prefecture, established in 1878. The background to the formation of such organizations nationwide at that time was that the government's agricultural promotion policy placed emphasis on the appointment of old farmers, and there were many landowners throughout the country who were enthusiastic about farming. Some agricultural discussion associations were initiated by dedicated private farmers or old farmers, and others by the prefectural agricultural promotion departments, but many of the members were landowners or people in leadership positions in rural areas, and had connections with head of household offices, county offices, and prefectural offices, and contained elements that would later be organized into systematic agricultural associations.

明治10年代前半期を中心に，全国各地に結成された農事改良を目的とする組織。集談会，農事会，勧業会などとも呼ばれた。1875年に設けられた京都府紀伊郡の種子交換会，78年の愛知県北設楽郡農談会がその嚆矢（こうし）といわれている。当時このような組織が全国的に結成された背景には，政府の勧農政策が老農の起用に重きをおいたこと，営農に熱意をもつ手作地主が全国各地に存在したことがあげられる。農談会には民間篤農家あるいは老農らの発起によるものと，府県勧業主務課の発起によるものとがあったが，会員の多くは地主や農村で指導的立場に立つ人々であり，戸長役場，郡役所，府県庁とのつながりをもち，のちに系統農会に組織化されていく要素を有していた。
