Born May 25, 1878. After working as a lawyer, he was elected to the House of Representatives in 1917 on the promise of universal suffrage. In 1918, he organized the West Japan Universal Suffrage Grand Alliance, and after universal suffrage was implemented, he founded the Kansai People's Party. He was re-elected in the 1942 Imperial Rule Assistance Election. He passed away on June 30, 1951. He was 73 years old. He was from Ehime Prefecture. He graduated from Tokyo Imperial University.
