An old town in Nishikubiki County in southern Niigata Prefecture. Facing the Sea of Japan, the Nishikubiki Mountains are close to the coast. The central settlement at the mouth of the Nou River developed as a post town, and is served by the Hokuriku Main Line and Hokuriku Expressway. Rice is the main industry, but the fishing industry is also thriving. There is Hakusan Shrine and a habitat for the Japanese cicada (a natural monument). The coast is beautiful. 新潟県南部,西頸城(にしくびき)郡の旧町。日本海に面し,西頸城山地が海岸に迫る。能生川河口の中心集落は宿場町として発達,北陸本線,北陸自動車道が通じる。米作を主体とし,水産業も盛ん。白山神社,ヒメハルゼミ発生地(天然記念物)がある。海岸は風光にすぐれる。2005年3月西頸城郡青海町と糸魚川市へ編入。150.48km2。1万771人(2003)。
