In 1954, during a deflationary economy, a labor dispute occurred at the Japan Steel Muroran Works (with approximately 3,700 employees) over targeted layoffs (901 people). It is famous as a typical example of an all-out struggle led by Sohyo's Takano Minoru, and is also known as a struggle against corporate consolidation (see the entry on the Sankoren struggle against corporate consolidation). The struggle ended in defeat for the Nippon Steel Muroran union, but it took 193 days to reach a settlement. The union was organized and supported by the entire Sohyo, including the Kitasanren (three Mitsui Mining unions in Hokkaido), which were also affiliated with Mitsui, and the neighboring Fuji Steel Muroran union.
