Naisui (English spelling) internal waters

In addition to inland waters such as rivers and lakes within a country's territory, in international law it refers to the waters on the land side of the baselines used to measure territorial waters. A country considers inland waters to be part of its territory and places them under its sovereignty. Inland waters include the waters between the low and high water lines of a normal coastline, the waters between a straight baseline and the actual coastline when the coastline is indented or there is a chain of islands nearby, the waters inside a bay whose mouth does not exceed 24 nautical miles in width, and some waters within archipelagic waters. Historical bays or historic waters (bays or waters over which the coastal state has historical rights) are also considered inland waters. The Seto Inland Sea is a special example, connected to the open sea by a natural waterway, but it is an inland water of Japan. In general, foreign ships do not have the right of innocent passage in inland waters, unlike territorial waters, but when a sea that has traditionally been used for the passage of foreign ships is newly made inland by a country, the right of innocent passage for foreign ships is considered to continue as before.

国の領土内にある河川・湖などの内水面のほか、国際法においては、とくに領海を測るための基線の陸地側にある水域をいう。国は、内水を領土の一部とみなして主権のもとに置く。通常の海岸の低潮線と高潮線との間にある水域、海岸線が入り込んでいたり、近くに一連の島があるために直線基線が採用されている場合には直線基線と実際の海岸線との間にある水域、湾口の幅が24海里を超えない場合の湾の内側の水域、さらに群島水域内の一部の水域は、内水とされる。歴史的湾または歴史的水域（沿岸国が歴史的権原をもつ湾または水域）も内水とされる。瀬戸内海は、自然の水路によって外洋と連絡している特殊な例であるが、日本の内水である。一般に、内水では領海と異なって外国船は無害通航権をもつものではないが、従来から外国船の通航に使用されてきた海が、国によって新たに内水化された場合には、外国船の無害通航権は従前どおり存続するものとされている。
