National and local government measures aimed at resolving various social and economic problems related to discriminated communities (so-called Dowa areas). Although the government had taken measures to resolve the problem of discrimination against Burakumin before World War II, it was only after the war, when new circumstances arose, including the spread of democratic ideas under the Constitution of Japan, the rise of human rights consciousness, and the development of the Buraku liberation movement based on that, that Dowa measures made significant progress. It was not until 1965, when the Dowa Policy Council submitted its report (the Dowa Policy Council's report), that the basic measures were presented. 被差別部落(いわゆる同和地区)に関する社会的・経済的諸問題の解決を目的とする国および地方公共団体の施策。第2次大戦前にも行政が部落差別問題の解消をはかる措置を講じたことはあったが,同和対策の著しい進展をみたのは,日本国憲法の下での民主主義思想の広まり,人権意識の高揚,それにもとづく部落解放運動の展開という新しい状況を迎えた戦後のことであり,その基本的方策が示されたのは,1965年に同和対策審議会の答申(同対審答申)が提出されてからのことである。
