A national policy company founded in 1909 at the suggestion of Eiichi Shibusawa with the goal of economic development between Japan and China. Founded in Kojimachi, Tokyo with capital of 1 million yen. Its main business was the research and design of China's railways, civil engineering, mining, shipbuilding, electricity, etc. With major shareholders including zaibatsu companies such as the Industrial Bank of Japan, Mitsui, Mitsubishi, Yasuda, and Sumitomo, it invested in businesses across China such as Hankou Hydroelectric Power, Wuchang Electric Light, and Jiangxi Nanxun Railway, as well as low-interest loans for public works, and housing construction, and at one time played the role of a gateway for Japanese capital investment in China.

渋沢栄一の提唱により1909年創立された日中経済開発を目的とした国策会社。東京麴町に設立。資本金は100万円。中国の鉄道，土木，鉱山，造船，電気などの調査，設計をおもな業務とした。日本興業銀行，三井，三菱，安田，住友らの財閥系企業を大株主にもち，漢口水電，武昌電灯，江西南潯鉄道など中国各地の事業に対する投資や公共事業への低利借款，住宅建設などの事業を展開，一時期日本資本の対中国投資の窓口としての役割を演じた。
