He was the first Kyoto Shoshidai in the early Edo period. He became a monk at a young age, but when his father Yoshishige and others were killed in battle, he returned to secular life and succeeded his family. In September 1586, when Tokugawa Ieyasu moved to Sunpu Castle, he served as the town magistrate of Sunpu, and in August 1588, when he moved to Kanto, he served as the Kanto magistrate, the local magistrate of Odawara, and the town magistrate of Edo. In September 1601, he became the town magistrate of Kyoto along with Yonezu Kiyokatsu and others. In February 1601, when Ieyasu was proclaimed Shogun, he was appointed Iga no Kami and became Kyoto Shoshidai. In 1601, his stipend was increased to a total of 16,610 koku. At the time, Kyoto and Kinai were within the sphere of influence of the Toyotomi clan, so he cooperated with the Toyotomi magistrates to carry out prosecutions and trials, and reported the movements of the Toyotomi clan and the daimyo of the western provinces to Ieyasu. He also inspected the Imperial Court after an adulterous affair between a young noble and a court lady (the Inokuma Incident), and from the same year, he participated in the establishment of various laws for the nobles, the Imperially-approved purple robes, and the laws for admission to various temples, becoming a key figure in the expansion of Tokugawa power in Kyoto. After the fall of the Toyotomi clan, he became the shogunate's overall head of the western provinces in both name and reality, and when Hidetada's daughter, Tofukumon'in Kazuko, entered the Imperial Court, he served as the overall head of the construction of the Imperial Palace. As Katsushige was sent to Kyoto as a minor feudal lord where the Tokugawa clan's power was weak, he took great care in his administration. His politics and trials are recorded in a book called "Itakura Seiyo," and show his outstanding political skills and ability as a skilled judge. He died in his own home in Horikawa, Kyoto. 江戸前期の初代京都所司代。幼少時に出家したが,父好重らが討死したため,還俗して家を継ぐ。天正14(1586)年9月,徳川家康が駿府城に移ったとき,駿府の町奉行を務め,同18年8月,関東に移ったときは,関東の代官,小田原の地奉行,江戸の町奉行を兼任。慶長6(1601)年9月,米津清勝らと共に京都の町奉行となる。同8年2月,家康将軍宣下のとき,伊賀守に叙任,京都所司代となった。同14年加増され,都合1万6610石。当時京都や畿内は豊臣氏の勢力範囲であったから,豊臣氏の奉行らと協力しながら,検察や裁判を行うとともに,豊臣氏や西国大名の動静を家康に報告していた。また,若手公家と宮中女官の密通事件(猪熊事件)を契機に朝廷の監察をも行い,同17年からは,公家諸法度,勅許紫衣・諸寺入院法度の制定に参与,京都における徳川勢力の伸張の立役者となった。豊臣氏滅亡後は,名実ともに幕府の西国における総責任者となり,秀忠の娘東福門院和子の入内のときは,内裏造営の総責任者を務めた。勝重は,徳川氏勢力の弱体な京都に小身の大名として派遣されたので,非常に細心な注意を払って行政に当たった。その政治や裁判は,『板倉政要』という書物に記録されているが,卓越した政治手腕と名裁判官ぶりがうかがえる。京都堀川の自邸で没す。妻は粟生永勝の娘。<参考文献>『京都の歴史』4巻
