On June 17, 1869 (Meiji 2), the Meiji government, receiving a petition from the four feudal lords of Satsuma, Choshu, Tosa, and Hizen, carried out the return of the domain and people to the Emperor, appointed the former feudal lords as governors, and abolished the titles of nobility and feudal lords to the nobility. The subsequent reforms of various affairs reduced the authority of the governors compared to the former feudal lords. One-tenth of the current koku was made the governor's stipend, and reports on the domain's rice yield, products, taxation, military personnel, population, etc. were made mandatory. Furthermore, in September 1870, the feudal domain system was promulgated, standardizing the organization and finances of the domains, making reports on penalties mandatory, and the governors' morning assembly was set to once every three years, with a stay of three months in Kyoto. On July 14, 1471, when the abolition of the feudal domains and establishment of prefectures was carried out, the feudal domain governors were abolished and ordered to live in Tokyo, and instead governors (fu) and prefectural governors (ken) were appointed as bureaucrats.
