Born on April 25, 1850. Younger brother of Tamari Chikataka. First graduate of Komaba Agricultural School (now the Faculty of Agriculture at the University of Tokyo). Served as a professor at Imperial University, among other positions. In 1899, he was awarded the first Doctor of Agriculture. In 1903, he became the first principal of Morioka Agricultural College, Japan's first higher agricultural and forestry school, and in 1909, the first principal of Kagoshima Agricultural College.
