Kikujiro Ishii

Diplomat. Born in Kazusa Province (Chiba Prefecture) on March 10, 1866. Maiden name Owaku. After graduating from the Imperial University Law School, he joined the Ministry of Foreign Affairs in 1891 (Meiji 24) and was adopted by Ishii Kunimichi. After serving as Director-General of the Trade Bureau, Vice Minister, and Ambassador to France, he became Foreign Minister in the second Okuma Shigenobu Cabinet in 1915 (Taisho 4) and made an effort to conclude the Russo-Japanese Agreement. In 1917, as a special envoy to the United States, he concluded the Ishii-Lansing Agreement. In 1920, he became Ambassador to France, and served as Chairman of the Peace Treaty Implementation Committee at the international conference under the Versailles system, Japan's representative to the League of Nations, its chairman, and Japan's representative to the Geneva Disarmament Conference, before retiring in 1927 (Showa 2). He later served as a Privy Councillor from 1929 to 1945, and as Japan's representative to the World Economic Conference in 1933, and was a prominent figure in the diplomatic world. He went missing during the Great Tokyo Air Raid in May 1945 (died on May 26).

外交官。慶応(けいおう)2年3月10日上総(かずさ)国（千葉県）に生まれる。旧姓大和久(おおわく)。帝国大学法科大学卒業後1891年（明治24）外務省に入り、石井邦猷(くにみち)の養子となる。通商局長、次官、駐仏大使を歴任後、1915年（大正4）第二次大隈重信(おおくましげのぶ)内閣の外相に就任、日露協約の締結に尽力。1917年アメリカ特派大使として石井‐ランシング協定を結ぶ。1920年駐仏大使となり、ベルサイユ体制下の国際会議で平和条約実施委員長、国際連盟日本代表、同議長、ジュネーブ軍縮会議日本代表などを務め、1927年（昭和2）退官。以後1929～1945年枢密顧問官、1933年世界経済会議日本代表を務め、外交界の長老として重きをなす。昭和20年5月の東京大空襲の際に行方不明となる（5月26日没）。
