Sohyouchin Ginkouryo Wage Programme

Japanese: 総評賃金綱領 - そうひょうちんぎんこうりょう

The basic policy of the wage struggle, decided at the 3rd General Conference of Sohyo in 1952, is called the Sohyo Wage Platform. The platform set the basic goal of the wage struggle at a level that would enable one to live a "healthy and cultured life" (70,000 yen per month in 1952), and set other goals, such as an immediate restoration to prewar levels, securing real wages through a market basket system, and breaking down the job hierarchy system, and fully developed the idea of a living wage to counter the management's argument about "ability to pay." In addition, as prerequisites for achieving these wage goals, the platform also set out (1) the establishment of a uniform minimum wage system (8,000 yen) for all industries nationwide, (2) a fundamental expansion of the social security system, and (3) the expansion of peaceful industries, opposition to rearmament, and defense of the peace constitution.

1952年の総評第3回大会で決定された賃金闘争の基本的路線を総評賃金綱領と呼ぶ。同綱領は，賃金闘争の基本目標を〈健康にして文化的な生活〉を営みうる水準(1952年段階で月額7万円)におき，また戦前水準への即時回復，マーケット･バスケット方式による実質賃金の確保，職階制の打破などが目標として掲げられ，経営側の主張する〈支払能力〉説に対抗する生活賃金の考え方が全面的に展開された。また，これらの賃金目標を達成する前提として，(1)全国全産業一律の最低賃金制(8000円)の確立，(2)社会保障制度の根本的拡充，(3)平和産業の拡大，再軍備反対，平和憲法の擁護，なども掲げられた。
