Equal footing

Japanese: イコール･フッティング（英語表記）equal footing

Equalizing the competitive conditions in the market for different modes of transportation that are in competition with each other. This is sometimes called equalizing the competitive conditions (base). Railway businesses procure all inputs necessary for rail transport themselves, from basic facilities such as land and rails to trains, vehicles, and even the labor of drivers, conductors, station staff, etc., and set fares to recover the costs involved. In contrast, automobile transport, such as trucks and buses, requires roads as basic facilities, but the sources of funding for road construction and maintenance include not only revenues from automobile-related taxes such as gasoline tax and diesel tax, but also general national and local financial resources.

互いに競合関係にある異なる交通手段の市場における競争条件を等しくすること。競争条件(基盤)の平等化と呼ばれることがある。鉄道事業は，用地，レールといった基礎的な施設から電車，車両，さらに運転手，車掌，駅員等の労働まで，鉄道輸送を行うのに必要なすべての投入物を自ら調達し，そのために要する費用を回収するように運賃を決めている。これに対して，トラック，バス等の自動車輸送は基礎的な施設として道路を必要とするが，道路の建設･維持の財源には揮発油税，軽油引取税等の自動車関係税の収入だけでなく，国･地方の一般財源が含まれている。
