Opinion letter - Ikenfuuji

During the Nara and Heian periods, when the emperor sought the opinions of his subjects by imperial decree regarding important national policies, a sealed written opinion was submitted. In Japan, its origins lie in the Shoki system of 646 (Taika 2), and it was already in place during the reign of Emperor Tenmu. However, under the ritsuryo system, opinions were often submitted based on the provisions of official decrees, and Miyoshi Kiyoyuki's "Twelve Articles of Opinion" and Sugawara no Fumitoki's "Three Articles of Fudo". However, after the death of Emperor Murakami (967), it became meaningless.

奈良・平安時代に国家の重要な政策について、天皇が勅旨をもって臣下の意見を求めたのに対して、密封して奉った意見書。わが国における淵源(えんげん)は646年（大化2）の鐘匱(しょうき)の制にあり、天武(てんむ)朝にはすでに行われていたが、令制(りょうせい)では公式(くしき)令の規定に基づいてしばしば意見が奉られ、三善清行(みよしきよゆき)の「意見十二箇条」、菅原文時(すがわらのふみとき)の「封事三箇条」はとくに有名。しかし村上(むらかみ)天皇崩御（967）を境として有名無実化した。
