A movement group aiming to completely resolve the Buraku issue. Since 1965, conflicts have intensified within the Buraku Liberation League over the freedom to support political parties and the evaluation of the Dowa Countermeasures Council report of August of that year. Those who disagreed with the central headquarters' policies formed the Buraku Liberation League Normalisation National Liaison Conference (Normalisation League) in June 1970, criticising the central headquarters faction as "reconciliationism, Buraku xenophobia and anti-communism" and calling for the normalisation of the Buraku liberation movement as a whole. The Normalisation League promoted movements such as realising Buraku demands and establishing a fair and democratic "Dowa administration", and on March 16, 1976, formed the National Buraku Liberation Movement Federation (Zenkairen, Chairman Oka Akira). 部落問題の完全解決を目的とする運動団体。1965年以降,部落解放同盟の内部で,政党支持の自由および同年8月の同和対策審議会答申の評価をめぐる対立が激しくなった。中央本部の方針と対立した人々は,70年6月,部落解放同盟正常化全国連絡会議(正常化連)を結成し,中央本部派を〈融和主義,部落排外主義,反共主義〉と批判し,部落解放運動全体の正常化を主張した。正常化連は部落の諸要求実現,公正・民主的な〈同和行政〉の確立などの運動を進め,76年3月16日,全国部落解放運動連合会(全解連,委員長岡映)を結成した。
