Labor duties imposed by the government in the early Edo period. This name comes from the fact that they were imposed at a rate of one laborer for every 1,000 koku of rice yield. There was also a "Gohyakukokufu" (five hundred koku laborers) at a rate of one laborer for every 500 koku of rice yield. This system was used to mobilize peasants from all over the country through the provincial magistrates and feudal lords for the shogunate's castle construction, urban development, and construction of large river embankments, but it was effectively abolished after the mid-17th century when large-scale construction such as castle construction ceased.
