Japan Petroleum Corporation
In February 1967, the Advisory Council for Energy, an advisory body to the Minister of International Trade and Industry, submitted a report on the need for independent petroleum development. In October 1967, the Japan Petroleum Development Corporation was established as a government-related organization based on the Japan Petroleum Development Corporation Law (Law No. 99 of 1967). Its purpose is to promote the development of petroleum and other resources (including natural gas, oil sands, and oil shale) by providing the funds necessary for exploration and other development activities, and to ensure a stable and inexpensive supply (Article 1 of the Japan Petroleum Development Corporation Law). To this end, it provides investments in exploration funds for petroleum and other resources overseas and in the seas around Japan, lends funds necessary for exploration and extraction, guarantees debts, lends machinery, provides technical guidance, and conducts surveys and gathers information. Since fiscal year 1972, it has also provided investments and loans necessary for the expansion of petroleum reserves. In 1978, the Japan National Oil Corporation Act was amended to give the corporation the responsibility for national stockpiling, and the corporation's name was changed to Japan National Oil Corporation. In 2004, the Japan National Oil Corporation Act and the Japan Metals Mining Agency Act were abolished, and the Japan Oil, Gas and Metals National Corporation Act were enacted. Based on these, the corporation's core operations, such as supplying funds, developing technology, and stockpiling, were transferred to the Japan Oil, Gas and Metals National Corporation.

1967年2月通商産業大臣の諮問機関である総合エネルギー調査会が,石油の自主開発の必要性について答申したのをふまえ,同 1967年 10月に石油開発公団法 (昭和 42年法律 99号) に基づき設立された政府関係機関。その目的は石油等 (天然ガス,オイルサンド,オイルシェールを含む) の探鉱に必要な資金の供給その他開発に必要な業務を行なうことにより石油等の開発を促進し,安定的かつ低廉な供給の確保をはかること (石油開発公団法1条) とされている。そのために海外および日本周辺の海域における石油などの探鉱資金の出資,探鉱および採取に必要な資金の貸し付け,債務保証,機械貸し付け,技術指導,調査・情報収集などを行なっており,1972年度からは石油備蓄増強に必要な出資,貸し付けも行なっている。さらに 1978年に石油開発公団法 (石油公団法) が改正され,国家備蓄業務を担うことになり,あわせて名称を石油公団と改称した。 2004年,「石油公団法及び金属鉱業事業団法の廃止等に関する法律」 (2002年公布) ,「独立行政法人石油天然ガス・金属鉱物資源機構法」 (2002年公布) に基づき,石油・天然ガスに関する資金供給,技術開発,備蓄等の中心業務が独立行政法人石油天然ガス・金属鉱物資源機構に移管された。
