In Japan, strikes by labor unions in the public sector are prohibited by law, and those who go on strike are subject to dismissal or other punishment. To avoid this and to strengthen the negotiating power of labor unions by dealing a blow to the authorities' operations, the "lawful struggle" was devised, which is a method of reducing work efficiency by completely adhering to the rules of the job. As a dispute tactic, it is a kind of sabotage. This type of tactic has been used in the railway sector since 1898, when the Nippon Steel Engineering Workers' Strike demanded higher wages and changes to job titles (Nippon Steel Engineering Workers' Strike), and "not forcing oneself to study in accordance with the rules" was cited as a dispute tactic. 日本では官公部門の労働組合のストライキは法的に禁止されているため,ストライキを実行すれば解雇等の処分が行われる。これを避けつつ,当局の業務運用に打撃を与えることによって労働組合側の交渉力を強めようとして考案されたのが順法闘争で,業務のルールを完全に順守することにより作業能率を落とす方法である。争議戦術としては一種のサボタージュである。鉄道部門においてこの種の戦術が採用されたのは古く,1898年日鉄機関方が賃金引上げや職名改正の要求でストライキを行った(日鉄機関方ストライキ)さい,〈規定に反し無理勉強せざること〉が争議の戦術としてあげられている。
