Born May 3, 1858. Younger brother of Shiba Shiro. Son of a samurai from the Mutsu Aizu Domain (Fukushima Prefecture). During the Sino-Japanese War, he served as a staff officer at the Imperial General Headquarters. Later, he became a military attaché to the British and Chinese embassies, and led the siege of Beijing during the Boxer Rebellion. During the Russo-Japanese War, he commanded the 15th Field Artillery Regiment. He served as commander of the Sasebo Fortress and governor-general of the Tokyo Garrison, among other positions, and was promoted to army general in 1919. He served as commander of the Taiwan Army and military councilor. He passed away on December 13, 1945, at the age of 87. He graduated from the Army Academy.
