A village in Kitatsugaru District, northwest of Aomori Prefecture. Population 3,073 (1995). Located in the northwest of the Tsugaru Peninsula, facing the Sea of Japan to the west. Lake Jusan occupies the southern part of the village, while the northern part is made up of mountainous areas that correspond to the northern part of the Tsugaru Mountains. Jusan, at the mouth of Lake Jusan, was called Tosaminato in the Middle Ages and prospered as the base of the Ando clan, a powerful clan. It fell into decline after a major tsunami in 1340 (Kokoku 1, Rekio 3), but in early modern times it was one of the four ura of the Tsugaru Domain, along with Ajigasawa, Fukaura, and Aomori, and was a shipping port for rice from the Tsugaru Plain that was transported by boat on the Iwaki River, and Japanese cypress from the mountains.
