This refers to the business of providing small, unsecured, short-term loans to ordinary salary earners. It can be said to be a precursor to the current consumer finance business, and was so named in the 1970s because the users were mainly salaried workers (salary earners). However, in the late 1970s, the "3K" problems (high interest rates, harsh debt collection, and excessive lending) caused borrowers to disappear, families to break up, and even commit suicide, which became a social problem and was called "sarakin hell." For this reason, consumer finance is still sometimes referred to as sarakin as a derogatory term. The 3K problem has been repeatedly highlighted, and in recent years it has come to be called the problem of people with multiple debts, who accumulate debts to repay them and end up in excessive debt. It is said that one of the main purposes of the 2006 amendment to the Money Lending Business Regulation Act (which was renamed the Money Lending Business Act following the amendment) is to provide relief to these people with multiple debts.

一般給与所得者向けの小額、無担保の短期の金銭融資業務をいう。現在の消費者金融事業の先駆けともいえ、利用者がサラリーマン(給与所得者)中心であったことから、1970年代にはそうよばれた。しかし、1970年代後半には、「高金利、過酷な取立て、過剰融資(3K)」で、借り手の蒸発や一家離散、自殺等が社会問題化し、「サラ金地獄」とよばれた。そのため、いまでも消費者金融をサラ金と蔑称(べっしょう)的によぶこともある。前記の3K問題は繰返し注目され、近年では、返済のために借金を重ねて、過剰債務に陥る多重債務者問題とよばれている。2006年(平成18)の貸金業規制法改正(改正に伴い貸金業法に改称)の主要目的の一つはこの多重債務者の救済にあるといわれている。
