A modern Egyptian technical and administrative official. Born in Dakahriya Governorate in Lower Egypt, he attended a technical school in Cairo before going to France in 1844 to study artillery, returning to Egypt in 1850. He was selected to oversee the construction of the Hayriyya Canal when Ismail Pasha ascended to the throne, and also held administrative posts in the Ministry of Railways and the Ministry of Waqf. He also showed enthusiasm for educational reform, building the National Library (Dar al-Qutb) and establishing the Normal School (Dar al-Uloom) in 1872. He wrote many books on hydraulic engineering, including the New Geography, which is considered a treasure trove of historical materials for the study of modern Egyptian history.

近代エジプトの技術･行政官僚。下エジプトのダカフリーヤ県に生まれ，カイロの技術学校を経て1844年にフランスへ留学，砲兵学を学んで50年に帰国した。イスマーイール･パシャの即位と同時にハイリーヤ運河建設の監督に抜擢され，鉄道省やワクフ省管理の職を兼任するとともに教育改革にも熱意を示し，国立図書館(ダール･アルクトブ)の建設に続いて，72年には師範学校(ダール･アルウルーム)を設立した。エジプト近代史研究のための史料的宝庫と評される《新編地誌》のほか，多数の水利技術書を著す。
