A public law scholar from the Meiji and Taisho periods. It can also be read as "aruga." Born into a family of Japanese classics scholars in Osaka. His father was Ariga Nagatomo. He graduated from the Department of Philosophy, Faculty of Letters, University of Tokyo in 1882 (Meiji 15). From 1884 to 1885, he published his magnum opus "Sociology." In 1884, he served as a secretary to the Senate, and from 1884 to 1885, he traveled to Europe at his own expense, studying at the Universities of Berlin and Paris, and was commissioned by Kaieda Nobuyoshi to interpret Stein's lectures in Vienna. He wrote "Imperial Constitutional Theory" and "National Law Studies," among other works, on Stein's behalf. In 1901, he became Director of the Patent Bureau. He switched to international law, teaching at the Army War College, the Naval War College, and Waseda University. He served as a legal advisor in the Sino-Japanese and Russo-Japanese wars. He served as an interpreter at the surrender of Port Arthur. In 1913, he became a legal advisor to Yuan Shikai, and in 1915, he opposed the Twenty-One Demands, was criticized as a "traitor," and left his teaching position at Waseda University and other institutions. <Works> "International Public Law in Times of War", "International Law of the Sino-Japanese War", "International Law of the Russo-Japanese Land War"

明治大正期の公法学者。「あるが」とも読む。大坂の国学者の家系に生まれる。父は有賀長隣。明治15(1882)年東大文学部哲学科卒。16～17年大著『社会学』公刊。17年元老院書記官,19～20年自費渡欧,ベルリン大,パリ大に学び,海江田信義の委嘱によりウィーンでシュタインの講義を通訳。彼を祖述して『帝国憲法論』『国法学』などを著す。26年特許局長。国際法に転じ,陸軍大学校,海軍大学校,早大で国際法を担当。日清・日露戦争に法律顧問として従軍。旅順開城の際通訳を務めた。1913年袁世凱の法律顧問,1915年21カ条要求に反対,「非国民」と非難され,早大などの教職を去る。<著作>『万国戦時公法』『日清戦役国際法論』『日露陸戦国際法論』
