Born into a family of Japanese classics scholars in Osaka. His father was Ariga Nagatomo. He graduated from the Department of Philosophy, Faculty of Letters, University of Tokyo in 1882 (Meiji 15). From 1884 to 1885, he published his magnum opus "Sociology." In 1884, he served as a secretary to the Senate, and from 1884 to 1885, he traveled to Europe at his own expense, studying at the Universities of Berlin and Paris, and was commissioned by Kaieda Nobuyoshi to interpret Stein's lectures in Vienna. He wrote "Imperial Constitutional Theory" and "National Law Studies," among other works, on Stein's behalf. In 1901, he became Director of the Patent Bureau. He switched to international law, teaching at the Army War College, the Naval War College, and Waseda University. He served as a legal advisor in the Sino-Japanese and Russo-Japanese wars. He served as an interpreter at the surrender of Port Arthur.
