Japanese: 国会対策委員会 - こっかいたいさくいいんかい

It is an organization that negotiates politically on the running of the Diet, and is not a regular organ of the Diet, but is voluntarily created by each political party. During the 1955 system, when the Diet was led by the LDP and the Socialist Party, the stage was set for the processing of bills through behind-the-scenes negotiations by Diet affairs staff, money flowed, and the Diet-versus-Diet politics was called a typical example of unclear and opaque politics. With the birth of the Hosokawa coalition government, the LDP left power, and calls were made to banish Diet-versus-Diet politics. Some parties have even removed the signboard of the "Diet Affairs Committee." Improvements have been made to the running of the Diet by moving to regular organs of the Diet, such as the House Management Committee and the boards of directors of each committee, but in recent years, meetings of Diet Affairs Committee chairpersons have been held frequently again.

国会運営を政治的に折衝する組織で、国会の正規の機関ではなく、各党が任意につくっている。55年体制の自民、社会両党主導の国会運営の時は、国会対策担当者の裏折衝で法案処理のお膳立てができて、カネも流れ、不明朗、不透明な政治の典型として国対政治といわれた。細川連立政権の誕生で、自民党が政権から離れ、国対政治の追放が叫ばれた。党によっては「国会対策委員会」の看板をはずしたところもある。国会運営は国会の正規の機関、たとえば議院運営委員会や各委員会の理事会で話し合いをする方向で改善が進められてきたが、近年は再び、国会対策委員長会談などがよく開かれるようになっている。
