Five Articles of Oath - Gokajo no Seimon
The Meiji government's basic policy announced by Emperor Meiji on March 14, 1868 (Meiji 1) in the form of an oath to the gods of heaven and earth. It consists of five articles: "1. Widely hold conferences and decide all matters by public debate. 2. Unite the will of all, from the top to the bottom, to run a prosperous government. 3. Ensure that everyone, from the government to the military and common people, achieves their goals and does not tire the hearts of the people. 4. Break old bad customs and base your life on the fair ways of heaven and earth. 5. Seek knowledge from around the world and greatly strengthen the imperial foundation." Drafted by Yuri Kimimasa and revised by Fukuoka Takachika and Kido Takayoshi, the policy advocated an open-minded approach, with the intention of reaffirming the unity of the anti-shogunate forces and gaining the support of foreign powers before the attack on Edo Castle. It later became an important reform principle in the political process leading to the abolition of the feudal domains and the establishment of prefectures.

明治1年(1868年)3月14日明治天皇が天地神明に誓うという方式で発表した明治政府の基本方針。〈一,広ク会議ヲ興シ万機公論ニ決スヘシ。一,上下心ヲ一ニシテ盛ニ経綸ヲ行フヘシ。一,官武一途庶民ニ至ル迄各其志ヲ遂ケ人心ヲシテ倦マサラシメン事ヲ要ス。一,旧来ノ陋習ヲ破リ天地ノ公道ニ基クヘシ。一,知識ヲ世界ニ求メ大ニ皇基ヲ振起スヘシ。〉の5条からなる。由利公正が起草し,福岡孝弟と木戸孝允が修正を加えたもので,開明性を主張する裏には,江戸城攻撃を前に討幕派諸勢力の結束を再確認し,外国諸列強の支持を得ようとの配慮があった。のち廃藩置県に至る政治過程で,重要な改革の理念となった。
