This aircraft was designed in 1937 (Showa 12) by the Tokyo Imperial University Aviation Research Institute over a period of six years to set a long-distance flight record. The design was handled by the Institute's airframe and engine departments, while the aircraft was manufactured by Tokyo Gas Electric Industries Co. It was completed on March 31, 1937. Its first flight was on May 25, and after further testing and modifications, it set an officially recognized world record of 11,651.01 km in a circular flight connecting Kisarazu, Ota, and Hiratsuka from May 13 to 15, 1938, and an internationally recognized average speed record of 186.192 km/h over 10,000 km. This is the only world record in the history of Japanese aviation, but it was broken one year and two months later. It was piloted by Army Captain Yuzo Fujita (1898-1939) and two others. Wingspan 28 meters, total length 15 meters, wing area 87.3 square meters, maximum weight 9 tons, crew of 2-3, maximum horizontal speed 240 kilometers per hour. The Aviation Research Institute later designed a long-distance aircraft called the A26, which set a 16,455-kilometer circular flight record in July 1944 on a triangular course connecting Xinjing (now Changchun) - Baichengzi - Harbin in what was then Manchukuo (now northeastern China), but this was not officially recognized as it was during World War II.

1937年(昭和12)東京帝国大学航空研究所が約6年間を費やして設計した長距離飛行記録用機。設計は同所の機体部と発動機部とがあたり、機体製作は東京瓦斯(ガス)電気工業社が担当した。1937年3月31日に完成。5月25日初飛行を行い、その後テストや改修を加えて1938年5月13日から15日にかけて、木更津―太田―平塚の3地点を結ぶ周回飛行で1万1651.01キロメートルの公認世界記録と、1万キロメートルでの平均速度記録186.192キロメートル/時の国際公認記録を樹立した。これは日本の航空史上ただ一つの世界記録であるが、1年2か月後に破られている。操縦には藤田雄蔵(1898―1939)陸軍大尉ほか2名があたった。翼幅28メートル、全長15メートル、翼面積87.3平方メートル、最大重量9トン、乗員2~3名、最大水平速度240キロメートル/時。なお、航空研究所では、この後A26という長距離機を設計し、1944年7月に当時の満州国(現、中国東北部)の新京(現、長春)―白城子(はくじょうし)―ハルビンを結ぶ三角コースで1万6455キロメートルの周回飛行記録をつくったが、第二次世界大戦中のため公認されていない。
