Japanese: 公営賭博 - こうえいとばく

Gambling and lotteries stimulate the spirit of speculation and undermine the motivation to work, and are therefore crimes under the criminal code. However, horse racing, bicycle racing, motorboat racing, auto racing, and lotteries implemented by local governments based on their respective special laws (Horse Racing Law, Bicycle Racing Law, Motorboat Racing Law, Small Automobile Racing Law, Prize Winning Certificate Law) are exceptions to the rule, and are not illegal. These are commonly called public gambling or public gambling, but in the official language of local government finance they are called profit-making businesses.

賭博や富くじは，射幸心を刺激し勤労意欲を損なうものとして，本来は刑法上の罪を構成する。しかし，おのおのの特別法(競馬法，自転車競技法，モーターボート競走法，小型自動車競走法，当せん金附証票法)に基づき地方公共団体等が施行する競馬，競輪，競艇(モーターボート)，オートレース，宝くじについては，例外として違法性が阻却される。これらは俗に公営賭博あるいは公営ギャンブルと呼ばれているが，地方財政上の公用語としては収益事業と呼ばれる。
