Home protection is a method in which those who need protection can receive social welfare assistance while continuing to live in the local community, while institutional protection is a method in which they can receive the necessary services by entering various welfare facilities depending on the nature of the problem they are facing. If we trace the significance of home protection and institutional protection back to the history, we can find their prototypes in outdoor relief and indoor relief, which were traditional methods of relief for the poor in the UK and the US.

社会福祉における保護やサービス援助の方法。居宅保護は保護を必要とする者が地域社会での生活を維持したままで，社会福祉の援助を受ける方法であり，施設保護とはかかえている問題の特質に応じて，各種の福祉施設に入所することによって，必要なサービスの提供を受ける方法をいう。　居宅保護と施設保護の意義を歴史的にさかのぼってみれば，イギリスやアメリカにおける伝統的な貧民救済の方法である院外救済outdoor reliefと院内救済indoor reliefにその原型を見いだすことができる。
