This refers to the local lords in the Kanto and Oshu regions who were pro-Shogunate and anti-Kamakura after the Uesugi Zenshū Rebellion. The Zenshū Rebellion, which lasted from 1416 (Oei 23) until January of the following year, ended when the Kamakura kubo Mochiuji, who had the support of the Shogunate, recaptured Kamakura, but Mochiuji then began to suppress Zenshū's allies. In the process, he also attacked pro-Shogunate and anti-Kamakura clans in the eastern provinces who did not necessarily support Zenshū, in an attempt to wipe out Shogunate influence in the eastern provinces. 上杉禅秀の乱以後,関東・奥羽の親幕府,反鎌倉府的な国人層をいう。1416年(応永23)より翌年1月まで続いた禅秀の乱は幕府の支援をえた鎌倉公方持氏が鎌倉を奪回することによって終息したが,その後持氏は禅秀与党の討伐を始めた。この過程で必ずしも禅秀に加担しなかった親幕府,反鎌倉府的な東国諸氏をも攻め,東国における幕府勢力を一掃しようとした。このため政治的矛盾が激化し,幕府は親幕府的な国人層を支援し,組織化しはじめた。
