Textbook - Kyosho

The President of the United States, who does not have legislative power due to the separation of powers, sends written or oral policy guidance to the Congress on important domestic and foreign policies. It is based on Article II, Section 3 of the United States Constitution, which states, "The President shall from time to time give to Congress information relative to the state of the Union, and recommend such bills for its consideration as he shall deem necessary and expedient." Regular messages include the State of the Union Address, the Budget Message, and the Economic Report. There are many irregular messages, especially related to budget bills, such as the Nixon Doctrine (July 1969), which suggested a gradual withdrawal of U.S. troops from Vietnam and the strengthening of nuclear armaments. After World War II until the early 1970s, these messages, especially the regular messages, attracted worldwide attention because the actions of the United States had a great influence on world politics and economy. However, they have not attracted as much attention as they once did, partly because the contents of the messages were buried as the Congress gained more influence, and also because of the decline of America's relative international status.

三権分立のため立法権をもたないアメリカの大統領が、重要な内外政策に関して連邦議会に送る文書または口頭による政策指針書。アメリカ合衆国憲法第2条3節の「随時、連邦議会に連邦の状態に関して情報を与え、または必要かつ適切と判断する法案を議会が審議するよう勧告する」に基づく。定例のものに一般教書ないし年頭教書State of the Union Address、予算教書、経済報告がある。ベトナムからの米軍の段階的撤退と核軍備充実を示唆したニクソン・ドクトリン（1969年7月）のような随時の教書は、ことに予算法案に関連しては数多くある。第二次世界大戦後、1970年代初めまでは、これらの教書、ことに定例の教書は、アメリカの動きが世界の政治と経済に大きく影響したため、世界的に関心をもたれたが、一つには連邦議会の発言権強化により教書の内容が葬られることもあり、またアメリカの相対的な国際的地位の低下のため、かつてほどは注目されなくなった。
