…On July 17, 1615 (Genwa 1), immediately after the Battle of Osaka, the 17 articles were signed by Tokugawa Ieyasu, Shogun Hidetada, and former Kanpaku Nijo Akizane at Nijo Castle in Kyoto, and the text was issued in the form of a samurai denso (a document sent to the military governor). Initially, it was called the "Kuge-Hatto," "Kuge-Okite," or "Kugechu-Shohatto," and the term "Kinchu" (Kinchu) was added to refer to the Emperor in the latter half of the 17th century. The first article, which states that "The arts of the Emperor are the first study of the Emperor," is famous, but the second and subsequent articles stipulate the ranks of the three nobles (the Grand Minister of State, the Left and Right Ministers) and the Imperial Prince, the appointment and dismissal of the three nobles' regents, the exclusion of the official ranks of adopted sons and samurai from those of the nobles, the method of determining era names, the clothing of the Emperor and nobles, the promotion process for nobles, punishments for courtiers, and the conditions for imperial permission for the titles and purple robes of monks. …
