A resource whose available quantity is limited relative to needs. Resources whose available quantity is not limited relative to needs and that are not scarce are not the subject of economics, no matter how useful or effective they may be; however scarce resources are the subject of economics. Research into mechanisms for efficiently allocating scarce resources to produce goods and services has long been a research topic in economics. The price mechanism in a free market is one excellent mechanism for efficiently allocating scarce resources.

その利用可能量が欲求に比べて相対的に限定されている資源をいう。利用可能量が欲求に比べて限定されておらず，希少性をもたない資源は，いかに有用であり効用をもとうとも，経済学の対象とはならず，希少資源こそがその対象となる。そして，財やサービスを生産するために，希少資源を効率的に配分するメカニズムの研究が，古くから経済学の研究課題であった。自由市場における価格機構は，希少資源を効率的に配分するすぐれたメカニズムの一つである。
