International Monetary Fund In the IMF-based balance of payments statistics, this item shows the increase or decrease in liquid external assets and liabilities held by public institutions such as governments and central banks, and foreign exchange banks. The balance of payments is equal to the overall balance, which is the sum of the current account balance, long-term capital account, short-term capital account, and errors and omissions. It shows the fluctuations in a country's external payment reserves, and thus shows how the international balance shown in the overall balance was financed financially.
