Discretionary disposition by administrative agencies

...The law, therefore, responds to the demand to basically restrict administrative agencies by law while guaranteeing flexible administrative activities by giving comprehensive authorization to each administrative agency for its administrative activities. In theory, administrative activities that administrative agencies carry out at their own discretion within the scope of their authorization after receiving comprehensive authorization by law are called (free) discretionary acts, and in law, they are called "discretionary dispositions of administrative agencies" (Article 30 of the Administrative Case Litigation Act). In contrast, activities of administrative agencies that are strictly restricted by law and have no room for the exercise of administrative discretion are called restrictive acts or restrictive dispositions.
