…There was a legal code of the same name during the time of the Constitution of the Empire of Japan, but it was at the top of the Imperial Household Law system relating to the affairs of the Imperial Household, which was distinct from the political law system of which the Constitution was at the top, and was the highest written law alongside the Constitution of the Empire of Japan. The old Imperial Household Law was not supposed to reflect the will of the subjects under the principle of Imperial autonomy, so it was promulgated by the Emperor (February 11, 1889, the same day as the Constitution of the Empire of Japan. However, it was not promulgated as it was the family law of the Imperial Household), and the Imperial Diet was not allowed to be involved in its revision (however, it was promulgated from the time of the 1907 supplement). …
