Head of the Kisa school of Nagauta shamisen. Grandson of the 3rd Kineya Sakichi, he took the name of the 4th in 1907 (some say 1904). In 1911, he established the Nagauta Fuyoukai and worked to popularize Nagauta for concerts. In 1919, he started the shamisen main ensemble and released "Sumida no Shiki". After that, he composed "Matsuri", "Jinyoukou" and "Yuki" as a main ensemble. He also showed his skill in composing Nagauta, composing "Yamabushi Settai", "Two Tomoe", "Kurozuka" and "Futari Tomomori". On the other hand, he tried to improve the shamisen, and invented the cello shamisen, large shamisen and kangen, and used the kangen to great effect in "Maboroshi Urashima" and "Gedatsu Tengu" performed by the 2nd Ichikawa Ennosuke. He also composed fuyou songs and children's songs, breathing fresh air into the world of nagauta, and was instrumental in establishing the nagauta association.

長唄三味線方,杵佐派の家元。3世杵屋佐吉の孫で,1907年4世を襲名 (1904年説もある) 。 11年,長唄芙蓉会を設立し演奏会用長唄の普及に努め,19年には三弦主奏楽を創始,『隅田の四季』を発表,以後,主奏楽として『まつり』『潯陽江 (じんようこう) 』『雪』などを作曲。また,長唄の作曲にも腕をふるい,『山伏摂待 (せったい) 』『二つ巴』『黒塚』『二人知盛』などを作曲。一方,三味線の改良をはかった結果,セロ三味線,大三味線,咸弦 (かんげん) などを考案し,特に咸弦は2世市川猿之助演じる『幻浦島』『解脱天狗』に用いて効果をあげた。そのほか芙蓉曲,童謡も作曲して長唄界に新風を吹込むとともに,長唄協会の設立にも尽力。
