He was the head of the Kisa school of Nagauta shamisen. His name was inherited by Sakichi Kineya I's grandson, Kazusuke. He was active from the Bunsei to Tenpo eras (1818-1844). 長唄三味線方,杵佐派の家元。1世杵屋佐吉の孫弟子和助が襲名。文政~天保年間 (1818~44) に活躍。『浅妻船』,『寒行雪姿見』 (『まかしょ』) の作曲者として知られる。
