Official slave - Kannuhi
〘 noun 〙 Under the ritsuryo system, state-owned slaves. They were administered by the Imperial Household Ministry's Kannushi , assigned to various government offices, and used for labor. The rule was that they became kanko when they reached the age of 66, and were pardoned and made good citizens when they reached the age of 76. Kunuhi (public slave) . ⇔ Shinuhi (private slave).
