[Tourism Development]
Development activities carried out in areas that are the subject of tourism for the purpose of generating tourism revenues can be recognized as being different from other types of development in the following ways: (1) They bring about changes in the value of the natural and human resources that are the subject of tourism, as a result of certain processing, and this is often seen as a diminution of the absolute value of the natural environment, beauty, or historical atmosphere, and (2) because the development is in response to the actions or demands of foreign tourists, which are in principle unrelated to the lives and demands of the local residents concerned, it often brings about conflicts between the two.
